Hydrocarbon Unit, Bangladesh
 


In view of changing global economic orders Bangladesh have formulated necessary policies to create the most congenial environment for attracting private sector and foreign investment in the petroleum sector. Increasing investment in the form of Production Sharing Contract (PSC) and Joint Venture Agreement (JVA) by the foreign companies, increasing commercial role of Petrobangla and other companies in the energy sector, establishment of Bangladesh Energy Regulatory Commission, growing concern about energy security of the country have accentuated the need for Energy and Mineral Resources Division to assume new responsibilities.Such new

responsibilities include functions relating to planning and monitoring of PSC and JVA and associated task of data management, petroleum resource assessment, formulating national depletion policy, regional market analysis, legal and regulatory frame work, long term demand forecast etc. In the back drop of this situation, Hydrocarbon Unit was established in the Energy and Mineral Resources Division in July 1999 in the form of a project titled “Strengthening of the Hydrocarbon Unit in the Ministry of Energy and Mineral Resources” under grant financing from Norwegian Government to take care of the following functions: -

  • Resource Assessment at regular intervals;
  • Data Management;
  • Monitoring production sharing companies activities;
  • Production and depletion management;
  • Effectuate established regulations;
  • Recommend on PSC approvals;
  • Act as technical arm and think-tank of the ministry;
The above project has been completed on 30 June 2005.
The Energy and Mineral Resources Division feeling the necessity of continuation of the activities of Hydrocarbon Unit has taken steps to put the unit on a permanent footing, which is at present under special consideration of the Government. Appreciating the first stage successful development of Hydrocarbon Unit, Norwegian Government has expressed their interest and provided necessary grant financing fund for the second phase of the project. At present Hydrocarbon Unit is functioning in the form of a project title “ Strengthening of the Hydrocarbon Unit (Phase II)”
The objective of the project is to address the need of the Ministry in discharging functions related to planning and monitoring of PSC activities, associated tasks of data management, petroleum resources assessment and formulation of national depletion policy. The objective also includes strengthening of the Hydrocarbon Unit (HCU) within the Ministry to function as full fledged unit for overall development of oil, gas and mineral resources sector of the country. Following activities are included for implementation towards attaining the above objectives:
Oil and Gas Exploration & Development
  • Reserve and Resource estimation of Oil and Gas at regular intervals.
  • Updating and expansion of Data management.
  • Production and Depletion Forecasting.
  • Domestic and Regional Gas Market Analysis.
  • Planning, Monitoring of Exploration, Production and Development activities.
  • Providing opinion, suggestion to the Ministry on Production Sharing Contract (PSC) & Joint Venture Agreement (JVA) including policy formulation.
  • Establish contact forums with private sector and suggest appropriate policy initiatives to attract more private investment in the energy sector.
  • Initiate, participate and recommend in Sectoral Reforms and Regulatory Framework.
  • Establish International cooperation with the International Petroleum Institutions and ensure technology transfer.
Petroleum Refining & Marketing
 
  • To review and monitor activities of Petroleum Refining, Storage & Distribution
  • To review, monitor and planning of POL product demand, supply, pricing,, trading, etc.
  • Review of Acts, Rules, Regulations, etc and assist the Ministry in formulating new policies, acts, etc.
  • To assist the Ministry in over viewing and monitoring of activities involved in Petroleum Refining, Marketing and other related activities.
Mining
 
  • Review of resource assessment
  • Provide opinion and suggestion on mining proposals
  • Review of Acts, Rules, Regulations etc. and assist the Ministry in formulating new Policies, Acts, Rules & Regulations
  • Review of Coal Mining, Coal Development Strategy, CBM and other minerals including Hardrocks development activities.
Act as Technical Arm of the Ministry and perform the functions as assigned by EMRD during implementation of the Phase-I project.
